Administration
Herr Memorial Library, which is an independent member of the federated Union County Library System, is governed by an independent Board of Trustees that is responsible for overseeing the library’s management, operation, and maintenance.
Members are selected for their interest in the library and its role in the community as well as for their willingness to devote the time and effort necessary to carry out the duties of a trustee.
The Board of Trustees controls the expenditure of all funds in the library’s budget. Members work with the library’s director, who is responsible for the library’s administration, in the study, evaluation, and development of library policies and long-range plans.
The Board of Trustees meets at Herr Memorial Library at 7 p.m. on the third Monday of alternate months. (In 2010 these are January, March, May, July, September, and November.) The meetings are open to the public. Please call the Herr Memorial Library at (570) 966-0831 to confirm the date and time of meetings.

Mission statement:
An explanation of the purpose and direction of the Herr Memorial Library. The Jane I. and Annetta M. Herr Memorial Library was established in 1944 by Article 13 of the Last Will and Testament of Jane I. Herr to function as a free public library for citizens of the Borough of Mifflinburg, Pennsylvania.
In accordance with the will and philosophy of Jane I. Herr, the Board of Trustees strives to reach three main goals: 1) to assemble, organize, and preserve materials that are of historical value to the community, including rare books and other printed materials and area family genealogies; 2) to make available materials that cover a healthy diversity of topics and perspectives to meet the community’s educational, informational, cultural, and recreational needs; 3) to meet the future needs of the community in these areas by utilizing and making available technological advances in information services.
